The meeting was called to order by President Keith Casey at 9:30am
Pastor opened with prayer.

Establish a better relationship W/UWO, United Way, monthly meal night, etc. Give bus tokens to those w/o transportations.

Fellowship Board: Sharon Leinweber.
Zoom meeting held Tuesday, Jan 26th with Dan Weiss to discuss ways to expand/enhance Fellowship at Good Shepherd. Members have been invited to attend meeting on Tuesday, Feb 23rd at 6:30 pm at church to look at opportunities for Fellowship. Announcement of meeting and reminders have been in bulletin. Will continue with reminders thru Sunday before meeting.
Meeting goal is to find out what members think about Fellowship and how we can engage people going forward.
Stewardship Report: Daniel Weiss
We finished distributing gift cards to our amazing volunteers. Some members donated their cards back to the church to use as needed and many folks sent notes of appreciation and thankfulness for the thoughtfulness and consideration involved. One member expressed disappointment in the project.

Pastor Koepsell provided the opening devotion from Lutheran Hour Ministries and a prayer.
Music Director information: Report: Chime choir and Adult choir as practicing with 10 and 9 members participating. Lenten Meditation service is being considered but date has not been determined.
Worship Services:
Schedule: Fred K. will cover late service on 2/21/21 for Craig Mittelstaedt.
Ash Wednesday 2/17th with communion but no ashes being administered by Pastor. Service times 10:30 am and 6:30 pm.
Maundy Thursday 4/1/21 with one service.
Good Friday 4/2/21 with services at 12:30 pm and 6:30 pm. Easter 4/4/21 with services at 6:30 am, 8:00 am and 10:30 am.
Other: Special Parking lot service on 3/7/21 with one service at 9:00 am.
Considering returning hymnals to the pews the end of February. Daylight savings time changes 3/14/21.
Bible Study: Sunday study will begin soon; Mid-week study has 6 to 8 members attending. Old Business:

January average attendance was 127 vs 232 in 2020. In addition 96 on live streaming

In 2012 average attendance was 166.
Confirmation – There are 3 classes with 8 or 9 in each class. Dan Weiss will help out with the 8th graders.
Youth group is going for 6th – 8th grades and high school and is functioning. Home visits are up to date.
A new member group will probably will be presented sometime during Lent.

President Casey called the meeting to order at 7:00pm
Meeting was opened with the daily devotion from Lutheran Hour Ministries.

New Business
Event Calendar: President Casey continuing to work on the calendar. All boards should Contact Keith with any additions to the calendar.
To ensure proper time for budgeting the master calendar should reflect:
August – Discuss plans for the upcoming year.
September- Budget for these future plans.
October – Develop budget at council meeting
November – Approve budget at council meeting
December – Present budget at Voters meeting.
Next Voters meeting February 28 to present 2020 board annual reports and activities for 2021. Chad Smith has copies of the annual reports.
The Constitution and Bylaws 2001.doc were handed out and Board duties and responsibilities reviewed.
Board of Elders:
K: The Elders will take over the review of the Church Secretary from Pastor. Keith will provide an annual review template to be used. Keith will also work with the Chad and Pastor to develop a job description for the position of Church Secretary.
Board of Evangelism:
Discussion on the responsibilities and past activities of the Board. Krista will provide Nicole with a list of past activities to assist in planning. Good Shepherd is the outreach church for UWO. Activities should include this.
Board of Fellowship:
There will be a brainstorming meeting on Feb. 23 at 6:30 to plan post Covid activities.
Board of Trustees:
C: Proposed future change to the constitution to increase the authorization amount to make the deductible for insurance.
President Casey will review duties and responsibilities with Board members that were absent.
Memorial Funds:
A list of Memorial items will be developed by Daniel Weiss to help identify areas of need. Whenever possible the memorials should be directed to the general fund.
When memorials are received a thank you letter should be sent to the family on behalf of the congregation. Keith Casey volunteered, as President to send the letter.
The Treasure will work with the Financial Secretary to develop a process that ensures memorials are identified and recorded per the wish of the family.

We have resumed Wednesday night meetings after the holidays - continue to have 7 youth attending.

In lieu of a volunteer recognition dinner, we purchased GrubHub gift cards for our volunteers to thank them for their service to the church. In late December, we packaged the card with a note of appreciation and have begun handing them to folks at services or mailing them to people who aren't attending regularly.
Our final numbers show how amazingly Good Shepherd is blessed by its members. in 202 we were able to recognize the service of 168 volunteers from 100 families. Glory be to God!

In the last week of December we had a couple of furnace issues pop up in the narthex area, they have been addressed and corrected.
The parking lot snow removal contract is taken care of using the contractor from previous years.
Sidewalk snow removal is accomplished by volunteers.
There is a signup sheet in the narthex. As always there is an ongoing need for volunteers for snow -blowing , feel free to sign up for a week.
I believe all other areas of the physical facilities are under control and maintenance concerns are addressed as noted.

Pastor thanked Elders for everything, their service, assistance and dedication.
3 baptisms, 1 wedding, 0 funerals (2 members passed away).
December average attendance was 210 vs 368 in 2019. Christmas Eve services were 188 vs 368 in 2019.
Confirmation – There are 3 classes with 9 in each class.
Youth group is going for 6th – 8th grades and high school and is functioning.
Home visits are up to date.
8 new members will be presented on 12/6 at the late service.

In the last week of December we had a couple of furnace issues pop up in the narthex area, they have been addressed and corrected.
The parking lot snow removal contract is taken care of using the contractor from previous years.
Sidewalk snow removal is accomplished by volunteers.
There is a signup sheet in the narthex. As always there is an ongoing need for volunteers for snow -blowing , feel free to sign up for a week.
I believe all other areas of the physical facilities are under control and maintenance concerns are addressed as noted.

Diane Flouro, our treasurer, distributed our 2020 Treasurer’s Summary for June 2020 – November 2020 (see attached). She stated our mortgage balance as of November 2020 was $244,125.81. We are doing well. Our LCEF Savings is our Joyful Response contributions. Each month about $10,000 is deposited. Diane watches the balance in the account keeping about $25,000 for emergencies. She just sent $45,000 to pay down our mortgage. We paid $189,000 in 2020 on our mortgage.
Keith and Diane discussed the Budget for 2021 (see attached). Trinity Tours and Scrip are not listed on the budget sheet because they are both a money in/money out fund. Our proposed budget for 2021 is increasing by $80.27 from the 2020 Budget. Our office computer needs to be replaced. We will be needing to purchase equipment for our online presence. Presently, personal equipment is being used. Discussion followed.

Evangelism Report:Vivian Mittelstaedt No Report
Board of Youth ReportMatt & Julie Toll
We are continuing to slowly transform the new youth group room and involve the teens with the project. We've taken some time to gather ideas and develop a plan. Currently we are putting on a fresh coat of paint and then will be working to get the rest of the room setup. We hope to have the old room emptied out in the next month. In getting things established, we've taken a little space in the attached furnace room for storage, as well as in the garage. We plan to get things a little more organized in the garage to make sure there's plenty of room for the yard and snow equipment. Please reach out to either of us if there are any comments, questions, or concerns.
On August 26, youth group began meeting Wednesday nights from 630 - 800 for fellowship, games, and devotion (and some work for now). Weather permitting, we've tried to spend most of our time outdoors for now before it gets too dark and too cold. We've had 7 to 8 youth join with us in each of the first 3 meetings. As families become comfortable with gathering together and as schedules allow, we hope to have others join with us.

Elders present: Aaron Bruss, Fred Kirchenwitz, Craig Dreger, Tom Dunham, Todd Klauer, Craig Mittelstaedt, Rick Dittberner Gary Bedroske, Jerry Ratchman plus Pastor Koepsell
Tom called the meeting to order at 6:30 pm.
Pastor Koepsell provided the opening devotion and prayer.
Tom’s comments: Church council will be having Strategic Planning sessions on Saturdays, starting at 10:00 am, on 9/26/20, 10/24/20 and 11/14/20. All are invited. Pastor encouraged all Elders to attend for planning for the future of the church such as when the mortgage is paid off etc.
Several Elders had their pictures taken for bulletin board identifying us for our assigned members. The rest of the Elders were requested to make arrangement to have their picture taken and forwarded on to Krista in the office.
Music Director information: No choir in September, choir will sing in October with rehearsals possibly starting in November. Cam is working on a Chime Choir also.
Worship Services: Discussions were held regarding the use of masks for church services and it was decided that we will continue as we have been since August.
Discussions regarding ushers for the services. It was decided that right now we will only need one usher at each service. Chad Smith will be notified so he can convey the message and hopefully at least one usher for each service will be present.
Old Business:
New Business: Pastor passed out some information and suggestions for Facebook Live services. He asked if we knew anyone that has a technical background to set up and handle the LiveStreaming of the services.
Craig Mittelstaedt suggested we move a table next to the communion rail to transfer the communion trays onto, to save time of the Elder having to go back and forth for trays when they run out. We agreed this would be beneficial.

Julie Toll reported on Sunday School. The Board of Education has met with teachers. They are surveying parents to determine their comfort level for face-to-face instruction or virtual. Confirmation class will begin on Wednesday, October 7th. We have 24 sixth, seventh, and eighth grade students.
Announcements: Whole service online or only the sermon. If we want to stream our complete worship service online, we need to purchase a hymn license and liturgy license. For a congregation our size the cost is $179 (hymn license) and $60 (liturgy license) annually. Discussion followed. Motion M/S/C to approve payment for both licenses. Discussion followed regarding the technology needed for these to happen.

The Early Childhood Intervention Program of Northeast Wisconsin golf outing was cancelled. Two amazing baskets were donated to the Oshkosh Chamber Golf Outing. $200 had been approved and $256 was spent. Motion M/S/C to approve the additional $56 spent on these baskets. Thank you, Krista, for creating these baskets.
Good Shepherd Strategic Planning Retreat – Keith and Dan will distribute information to the congregation regarding the Strategic Planning Retreats scheduled for September 26, October 24, and November 14. The first session may explain what the strategic plan is and why. The second session may be the development of the plan. More information to follow.

We have reached out to three individuals regarding being a part of our Youth Core team. We are also renovating the old Adult Bible study room for our hangouts.

Tom’s comments: Church council will be having Strategic Planning sessions on Saturdays, starting at 9:00 am, on 9/26/20, 10/24/20 and 11/14/20. All are invited.
Brat Barn at Festival Foods will be on Thursday 8/13/20. Sign-up sheet is on the bulletin board. Everyone is requested to complete the “Connecting Well at Good Shepherd Survey”.
Worship Services:
Masks will be available for those in attendance and placed by the door going into the sanctuary.
The 5th Sunday service in August will NOT USE the Matins service format but will be a regular service format.
Old Business:
New Business: Discussions regarding Confirmation classes this year as there will be approximately 20 children involved. A suggestion was made to delay the beginning by 2-weeks and use the sanctuary with social distancing.
A suggestion was made to have an agenda put together by the leaders of the strategic planning sessions and made available to the members before the sessions begin in September.

Chuck Spielberg took care of putting more gravel in the area by the entry canopy where the trees were removed earlier this spring and is putting more decorative stone around the lighted sign in front.

Diane Flouro, Treasurer, stated Good Shepherd has purchased a new postage meter. The balance in our sign fund is $5,700.

Pastor’s Report – Pastor Koepsell: The past 4 months have been difficult. We are being proactive. We are following the CDC and the Health Department Guidelines. We are/have been keeping our doors open. Even when no more than ten people could congregate communion was still offered and sermons were posted online. We need to look to the future. Thanks for everything. God is pleased. At the last elders’ meeting it was decided that only one elder would be present per service. We are stable. Attendance for June was 161 (192 in 2019). The sermon continues to be available online. There was one baptism. There was one wedding. Bible studies except for Men’s has taken a hiatus. Five well-rounded 8th grade students were confirmed on May 31st. Calls and visits are difficult. Nursing homes, hospitals, and assisted living facilities are closed to visitors. Pray for all shut-ins. New members on the horizon. A couple of golf outing are going to be held and I would like us to provide sponsorship. Keep up the good work! Speak highly of your church!
Treasurer’s Report – Diane Flouro: Diane distributed our Balance Sheet and Summary of Financial Position as of June 30, 2020. Good Shepherd is doing well. Our checking account balance as of June 30, 2020 is $53,696.87. Our savings account balance is $2,048.09. Our mortgage balance is $264,473.98. Joyful Response is about $7,000 to $8,000 per month. Motion M/S/C to approve the Treasurer’s Report.
Elders’ Report - Tom Dunham: We are doing our best to keep our doors open. Thanks for your understanding and cooperation as we go through the many changes from communion sign-up to social distancing to sanitizing between services to one elder at each service, etc. We need to be flexible. We are making things as safe as possible.
Stewardship Report – Dan Weiss: Please, if you have not done so, complete our Connecting Well Survey. It can be completed online or there are hardcopies in the atrium. We are a thriving congregation. We want to serve people’s needs. Thanks to God for providing funds to pay down our debt. Board chairs will be able to use the results of the survey to complete their boards. Thanks for your investment in your church.
Evangelism Report – Vivian Mittelstaedt: We will be at the Festival Brat Barn on Thursday, August 13th. A sign-up sheet is located on the bulletin board in the atrium. A Thrivent card in the amount of $250 has been received. Proceeds from the Brat sales will be used for our new sign.
Education – Jennifer Charles/Judy Mehn reporting: Donations from Sunday School were used for homebound and military families. Concordia Publishing House will have virtual materials available in late July. The first day of Sunday School will be September 13th be it virtual or face-to-face. We want to keep everyone safe. VBS packages are available and can be sent to homes. Working on how more bible studies can happen. Back to School Fair – Judy discussed. Judy is involved with this group. Provides school supply items, hygiene items, and clothing to families that have been referred to them from agencies. Walmart gift cards are needed. Discussion followed.
Trustee – Craig Dreger: Two items need attention. Our roof has a leak and we do have a quote. Our elevator needs attention. It is a work in progress. Our lawn is being mowed.
Fellowship – Sharon Leinweber/Lori Purath (absent – Keith reported): We served the lunch for Donna Daniels funeral in January. Three Lenten suppers were held prior to everything being shut down because of Covid-19. February 26 was hosted by our Confirmation group. March 4th was hosted by Choir and March 11th was hosted by our Youth Group.
Youth – Matt/Julie Toll (absent – Keith reported): Our Youth Group is moving to the confirmation room. Thanks for all the donations for the 2022 Houston Conference.
Nominating Committee: Craig Mittelstaedt, Daniel Weiss, Gene Gohlke, Chad Smith, and Marie Koch. Board positions up for election: President, Recording Secretary, Financial Secretary, Evangelism, Fellowship, and Stewardship.
Council Meeting are held the 3rd Tuesday of each month and all are welcome.
Strategic Planning Committee will meet September 26th, October 24th, and November 14th at 9:00 a.m. at church. All are welcome! Any questions, please contact Keith Casey.
Pat Phillips explained the Orphan Grain Train Christmas in July Program. Orphan Grain Train is a service organization promoted by LCMS. 98.3% of their donations go to their missions, 1.7% for administrative and fundraising. The organization serves the needy in both the U.S and overseas. There is no charge to us to ship the boxes. All boxes are filled according to a list so each child receives the same amount and types of items. Boxes must be returned to the OGT warehouse by September 1.

Pastor’s Report – Pastor Koepsell: The past 4 months have been difficult. We are being proactive. We are following the CDC and the Health Department Guidelines. We are/have been keeping our doors open. Even when no more than ten people could congregate communion was still offered and sermons were posted online. We need to look to the future. Thanks for everything. God is pleased. At the last elders’ meeting it was decided that only one elder would be present per service. We are stable. Attendance for June was 161 (192 in 2019). The sermon continues to be available online. There was one baptism. There was one wedding. Bible studies except for Men’s has taken a hiatus. Five well-rounded 8th grade students were confirmed on May 31st. Calls and visits are difficult. Nursing homes, hospitals, and assisted living facilities are closed to visitors. Pray for all shut-ins. New members on the horizon. A couple of golf outing are going to be held and I would like us to provide sponsorship. Keep up the good work! Speak highly of your church!
Treasurer’s Report – Diane Flouro: Diane distributed our Balance Sheet and Summary of Financial Position as of June 30, 2020. Good Shepherd is doing well. Our checking account balance as of June 30, 2020 is $53,696.87. Our savings account balance is $2,048.09. Our mortgage balance is $264,473.98. Joyful Response is about $7,000 to $8,000 per month. Motion M/S/C to approve the Treasurer’s Report.
Elders’ Report - Tom Dunham: We are doing our best to keep our doors open. Thanks for your understanding and cooperation as we go through the many changes from communion sign-up to social distancing to sanitizing between services to one elder at each service, etc. We need to be flexible. We are making things as safe as possible.
Stewardship Report – Dan Weiss: Please, if you have not done so, complete our Connecting Well Survey. It can be completed online or there are hardcopies in the atrium. We are a thriving congregation. We want to serve people’s needs. Thanks to God for providing funds to pay down our debt. Board chairs will be able to use the results of the survey to complete their boards. Thanks for your investment in your church.
Evangelism Report – Vivian Mittelstaedt: We will be at the Festival Brat Barn on Thursday, August 13th. A sign-up sheet is located on the bulletin board in the atrium. A Thrivent card in the amount of $250 has been received. Proceeds from the Brat sales will be used for our new sign.

Pastor’s Report: Pastor Koepsell – Good Shepherd has been blessed. We are stable. We kept our door open during the Coronavirus. We followed the CDC Guidelines and Wisconsin Safer at Home Guidelines. Communion was provided and sermons were online. Pastor thanked the elders for everything – their service, assistance and dedication. 195 attended services on June 11 and 14. 1 Baptism. 1 Wedding this weekend. 5 eighth grade students were confirmed on May 31st. All of the confirmands were very prepared. Best class ever confirmed here. Each student, along with their family, was confirmed individually. Each confirmand had a 20-minute time slot. Doing calls and visits. In home communion is done. Very difficult for Pastor to not be allowed in the hospitals and long-term care facilities to serve our members (due to COVID-19 virus – facilities are not allowing visitors). Pray for our members listed in the bulletin requesting prayers. Pastor has postponed his vacation – will be on vacation July 9 & 12 and July 30 & August 2nd. Personally, doing well and family is doing well. Speak highly of your church!

- Frank Jarvenpaa has resigned as Chair of the Board of Trustees. Craig Dreger has accepted the Chair position to complete Frank’s term. He has a committee of individuals who will assist him with this position. Welcome Craig!
- Due to the Coronavirus (COVID-19) our June Voters’ Meeting will be held in July. Mark your calendar for July 19 after second service. Discussion followed about voters being able to participate using zoom or other technology. Chad Smith and Dan Weiss will research the possibility. Part of the agenda for the Voters’ meeting will be for Voters to ratify the Nominating Committee. Vice President Chad Smith has agreed to chair the Nominating Committee. Dan Weiss has volunteered to serve on the Nominating Committee. The Nominating Committee shall consist of five Voting Members appointed by the Church Council along with the pastor.
